The '''Directorate-General Energy''' describes itself as follows:

{{Quote|text=The Directorate-General for Energy is one of 33 policy-specific departments in the European Commission. It focuses on developing and implementing the EU's energy policy – secure, sustainable, and competitive energy for Europe.

DG Energy is organised into five Directorates consisting of 17 individual units.

'''Mission statement'''

The Directorate-General for Energy is responsible for developing and implementing a European energy policy under the political guidance of the European Commission Vice-President for Energy Union Maroš Šefčovič and Climate Action and Energy Commissioner Miguel Arias Cañete.

The Directorate General develops and implements innovative policies aimed at:

*contributing to setting up an energy market providing citizens and business with affordable energy, competitive prices and technologically advanced energy services
*promoting sustainable energy production, transport and consumption in line with the EU 2020 targets and with a view to the 2050 decarbonisation objective
*enhancing the conditions for safe and secure energy supply in a spirit of solidarity between EU countries ensuring a high degree of protection for European citizens

In developing a European energy policy, the Directorate-General aims to support the Europe 2020 economic strategy which, for energy, is captured in the Energy 2020 strategy presented by the Commission in late 2010.

The Directorate-General carries out its tasks in many different ways. For example,
*it promotes the completion of the internal energy market;
*carries out energy market monitoring;
*supports the reinforcement of energy infrastructure, seeks to ensure that indigenous energy sources are exploited in safe and competitive conditions;
*enables markets to deliver agreed objectives, notably in efficiency and renewable energies;
*facilitates energy technology innovation;
*develops the most advanced legal framework for nuclear energy, covering safety, security and non-proliferation safeguards. Across all areas, it develops strategic analyses and short, medium and long term policies for the energy sector; monitors the implementation of existing EU law;
*encourages the exchange of best practices; provides information to stakeholders; and promotes and conducts an EU external energy policy.

All these activities are aided by expert input from the Innovation and Networks Executive Agency (INEA), the Executive Agency for Small and Medium-sized Enterprises (EASME), the Euratom Supply Agency (ESA), and the Agency for the Cooperation of Energy Regulators (ACER).
Feel free to edit obviously outdated information or let us know if crucial aspects are missing from a dimension. ====Policies====
====Terms====

===Trends===
In the Power Shifts project the [[Steering Group]] decided in the follow-up from Lyon to not continue with topics each within the framework of one the 5 dimensions, as the participants didn’t get a bigger perspective on the energy topic but only a specific one related to their dimension. Instead the topics are based on broader trends within the energy sector and the recommendation for session officials is to look at the topics using different perspectives from related dimensions.

The categories are not created yet but you can already add the categories if an article is clearly linked to either one or more of the following trends:
* Decentralisation
* Decarbonisation
* Digitalisation

If you have a clear outlook of what you want to write about, it is important to find out whether a related article already exists and/or if the information is already included in an existing article. You can use the search function to find out. If you find an existing article, consider updating it with your information rather than creating new pages.

List of all existing content pages: [[Special:AllPages]].

== Writing the introduction ==
Every article starts with the full name of the page in bold, as the subject of the first sentence. It can be followed by the acronym or abbreviation in bold inside parentheses (with the parentheses not in bold).
For example, an article titled ''Peanut butter and jelly sandwich'' should start with a sentence similar to the following:

A '''Peanut butter and jelly sandwich''' ('''PB&J''') is a snack that includes [...]
.

The introduction should always be a few lines explaining what the page is about.

== Using headings ==
For longer articles, it makes sense to organise content in different-level headings. By default, a '''table of contents''' (sometimes abbreviated to TOC) is automatically generated on a page when more than three section headings are used.
*If you don't wish a TOC to appear, using
<nowiki>__NOTOC__</nowiki>
on the top of your page hides the table of contents.
*You should always avoid structural headings (e.g. Introduction).
*In case your order of headings does not follow a chronological order of events described, you probably need to restructure the article.

== Adding the list of references and links ==
At the end of your article, add
<nowiki>{{Reference}}</nowiki>
to get all references included in the text displayed, as well as a list of articles that link to yours.
“Power Shifts – Reflecting Europe´s Energy” is a project by the [[European Youth Parliament]] and the [[Schwarzkopf-Stiftung Junges Europa|Schwarzkopf Foundation]] in cooperation with the [[RWE Foundation]]. Throughout Europe it enables young people to monitor, inform themselves and debate about [[Energy strategy of the EU|European energy policy]]. The project will focus on the diversity and interdependency of energy policy on the European level, while France, Poland and Germany will serve as national example cases.

== Project Outline ==

Three focus countries, France, Poland and Germany will each host an international youth forum in the project timeline from 2015 until 2017 involving over 100 young participants from all over Europe. In 2015 the Academic Power Shifts Forum in Lyon, France, hosted 120 participants from 26 European countries for seven days. Warsaw, Poland will follow in October 2016 and the German conference will be organised in summer 2017.

The forum participants are supported by eight young experts, the [[Steering Group]]. This is a small working group that focuses on five topic dimensions in order to break down the complex topic of energy for the forum participants. The group will accompany the academic forums until 2017 and provide the analytical preparation for the discussions. Their concluding product will be a policy summary, which is to set the basis of the discussions during the final event in Brussels.

== The Power Shifts Wiki ==
This website was created by the Steering Group in the framework of the Power Shifts project. Together with the Officials' teams of the international youth forums the content is created in order to serve as a resource for all forum participants and the interested public.

'''{{NUMBEROFPAGES}} pages''' have been developed in this wiki and '''{{NUMBEROFEDITS}} edits''' have been made.

=== Aims ===
The primary goal of the wiki is to ensure an in-depth understanding of basic matters related to energy in the EU for all participants at the Power Shifts events. It does not aim to copy existing texts and articles from Wikipedia, but rather tries to condense information and knowledge in order to make it accessible for youngsters in our network. In a first step this applies to the official members of the team who deepen their knowledge of energy and its impact on Europe while creating the content. Secondly the wiki will be a key tool for delegates at the Power Shifts events in guiding their preparation and maximising the relevance of take-away knowledge.

=== Characteristics ===
With the audience in mind -students aged 18-24- the key guiding principles for all content of the wiki are '''conciseness''' and '''simplicity'''. The content needs to be ''relevant'' and ''useful'' (focussed on user needs), ''usable'' (quick to scan, understand and act on) and ''consistent'' (recognisable as coming from a single source) at all times.

=== Users ===
The {{SITENAME}} is thought to replace or complement to a large extent the classic preparation kit for delegates of the [[Power shifts wiki:About|Power Shifts Forums]] in Warsaw 2016 and in Heidelberg, Germany 2017. The authorship of the content of the wiki therefore lies in the hands of the chairpersons and the board of the respective sessions. The [[Steering Group]] will complement and support the creation of content and of the Wiki structure.

It remains to be seen whether delegates will dynamically interact with the wiki, e.g. by requesting articles, content clarifications or by editing themselves. In Warsaw delegates will be able to add content via the chairs.

'''{{NUMBEROFUSERS}}''' editors exist in the wiki, '''{{NUMBEROFACTIVEUSERS}}''' of whom are active at the moment.

At the end of your article, add
<nowiki>{{Reference}}</nowiki>
to get all references included in the text displayed, as well as a list of articles that link to yours.

== Advanced use of references ==
References are added inside
<nowiki><ref>Text of the reference</ref></nowiki>
tags.

The basic concept of the
<nowiki><ref></nowiki>
tag is that it inserts the text enclosed by the ref tags as a footnote in a designated section, which you indicate with
<nowiki>{{Reference}}</nowiki>
.

If you forget to include
<nowiki>{{Reference}}</nowiki>
in the article, the footnotes will not disappear, but the references will be displayed at the end of the page.

=== Multiple uses of the same footnote ===
To give a footnote a unique identifier, use
<nowiki><ref name="name"></nowiki>
. You can then refer to the same footnote again by using a ref tag with the same name. The text inside the second tag doesn't matter, because the text already exists in the first reference. You can either copy the whole footnote, or you can use a terminated empty ref tag that looks like this:
<nowiki><ref name="name"/></nowiki>
. The quotes are not required (but still correct) if the name contains no embedded spaces<ref>https://www.mediawiki.org/wiki/Extension:Cite#Usage</ref>.
You can use the search function to find out. If you find an existing article, consider updating it with your information rather than creating new pages
== Writing the introduction ==

== Using headings ==

They can be useful if a particular article is referred to by multiple names, or has alternative punctuation, capitalisation or spellings<ref>https://www.mediawiki.org/wiki/Help:Redirects</ref>.

See some examples in the following pages<ref>[[Special:ListRedirects]]</ref>:
*[http://energywiki.eyp.org/mw/index.php?title=ACER&redirect=no ACER] →‎ [[Agency for the Cooperation of Energy Regulators]]

== Creating a redirect ==

You may start a new page with the name you want to direct from (see [[Help:Starting a new page]]). You can also use an existing page that you are making inactive as a page by going to that page and using the "edit" tab at the top. In either case, you will be inserting the following code at the very first text position of the Edit window for the page:

<nowiki>#REDIRECT [[pagename]]</nowiki>

where pagename is the name of the destination page.

== Redirects for abbreviated page titles ==
You should not use abbreviations in the title of your page but rather create suitable redirects:

For example:
*[[Greenhouse gas emissions]]: Page with content
*[[GHG]]: Page that redirects to [[Greenhouse gas emissions]], using
<nowiki>#REDIRECT [[Greenhouse gas emissions]]</nowiki>
.

For more information, see [[Help:Naming your page]].

== Redirection rules ==
You should avoid creating chain redirects, i.e. ''page A → page B → page C''.
Instead, you should redirect all pages to the one that has the content, i.e.
*''page A → page C''
*''page B → pageC''.

“Power Shifts – Reflecting Europe´s Energy” is a project by the European Youth Parliament and the Schwarzkopf Foundation in cooperation with the RWE Foundation. Throughout Europe it enables young people to monitor, inform themselves and debate about European energy policy. The project will focus on the diversity and interdependency of energy policy on the European level, while France, Poland and Germany will serve as national example cases.

== Project Outline ==

The forum participants are supported by eight young experts, the Steering Group.

Sofia:

There are several ways to start a new page<ref>https://www.mediawiki.org/wiki/Help:Starting_a_new_page</ref>.
== Using internal links of the wiki ==
It is very easy to link wiki pages using a standard syntax (see [[Help:Links]]). If you (or anyone else) create a link to an article that doesn't exist yet, the link will be coloured red, like this.

Clicking a red link will take you to the edit page for the new article. Simply type your text, click save and the new page will be created.

Once the page has been created, the link will changefrom red to blue (purple for pages you've visited) indicating that the article now exists.

Usually this is the best way to create a new page, because it means that right from the start, the page will be linked from at least one other place on the wiki (and typically you will want to mesh it into other related pages later). If you are creating a new page without creating any link to it, you may need to ask yourself: Does this page really fit in with the topics already covered in the wiki? Also, how are you expecting visitors to find this page? Normally there is no reason to create a page without first creating a red link to it.

== From the search box ==
If you search for a page that doesn't exist (using the search box and "Go" button on the left of the page) then you will be provided with a link to create the new page.

== Using the URL ==
You can use the wiki's URL for creating a new page.
The URL to an article of the wiki is usually something like this:
*
<nowiki>http://energywiki.eyp.org/view/</nowiki>'''ARTICLE'''

If you replace
'''ARTICLE'''
with the name of the page you wish to create, you will be taken to a blank page which indicates that no article of that name exists yet.
Clicking the "Edit" page tab at the top of the page will take you to the edit page for that article, where you can create the new page by typing your text, and clicking submit.

== Create redirects to your new page ==
Don't forget to set up redirects when you create a page. If you think another person may search for the page you've created by using a different name or spelling, please create the proper redirect(s). See [[Help:Redirects]].

The first step before creating a page would be to clearly think about the '''title''' and the [[Help:Structuring a page's content|content]] of a page which would needed in the wiki.

== Deciding on an article title ==
Article titles are mostly based on how reliable English-language sources refer to the article's subject<ref>https://en.wikipedia.org/wiki/Wikipedia:Article_titles#Deciding_on_an_article_title</ref>. When it comes to policies, actors and terminology, try the following tools:
*Check how European insitutions refer to what you want to write about<ref>English version of the [https://ec.europa.eu/commission/index_en European Commission]'s website.</ref>.
*Search the web for exact matches<ref>On Google, use double quotations, e.g. [https://www.google.gr/search?q=exact+matches+google&ie=utf-8&oe=utf-8&gws_rd=cr&ei=CV4YWY7yEuHYgAbL7KXYCw#q=%22beaches+of+Alonissos%22 "beaches of Alonissos"]</ref>.
*There is often more than one appropriate title for an article. In that case, reach out to the support channel on slack!
A good wiki article title should be:
* '''Recognisable''' – The title is a name or description of the subject that someone familiar with, although not necessarily an expert in -e.g. a ''delegate'', the subject area will recognise.
* '''Natural''' – The title is one that readers are likely to look or search for and that editors would naturally use to link to the article from other articles. Such a title usually conveys what the subject is actually called in English.
* '''Precise''' – The title unambiguously identifies the article's subject and distinguishes it from other subjects.
* '''Concise''' – The title is no longer than necessary to identify the article's subject and distinguish it from other subjects.
* '''Consistent''' – The title is consistent with the pattern of similar articles' titles, e.g. articles in the same content category.

If you end up with an article not corresponding with its title, consider [[Help:Renaming a page|renaming]] it.

== Article title format ==
=== Use sentence case ===
The initial letter of a title is almost always capitalised by default; otherwise, words are not capitalized unless they would be so in running text.
=== Use the singular form ===
Article titles are generally singular in form, e.g. [[Smart grid]], not [[Smart grids]]. Exceptions include nouns that are always in a plural form in English (e.g. scissors or trousers) and the names of classes of objects (e.g. [[Non-governmental organisations]]).
=== Avoid abbreviations ===
Abbreviations and acronyms are often ambiguous and thus should be avoided. Exception to the rule is the ''EU''. It is also unnecessary to include an acronym in addition to the name in a title.
=== Avoid definite and indefinite articles ===
Do not place definite or indefinite articles (''the'', ''a'', and ''an'') at the beginning of titles unless they are part of a proper name (e.g. [[A European Strategy for low emission mobility]]) or otherwise change the meaning.
=== Use nouns ===
Nouns and noun phrases are normally preferred over titles using other parts of speech; such a title can be the subject of the first sentence.
=== Do not enclose titles in quotes ===
''Is there any page title in quotes at the Commission's website? No.''
=== Do not create subsidiary articles ===
Do not use titles suggesting that one article forms part of another: even if an article is considered subsidiary to another (as where summary style is used), it should be named independently. For example, an article on transport in Azerbaijan should not be given a name like "Azerbaijan/Transport" or "Azerbaijan (transport)", use ''Transport in Azerbaijan''.

See some examples in the following pages<ref>[[Special:ListRedirects]]</ref>:
*[http://energywiki.eyp.org/mw/index.php?title=ACER&redirect=no ACER] →‎ [[Agency for the Cooperation of Energy Regulators]]

== Creating a redirect ==

== Redirection rules ==
You should avoid creating chain redirects, i.e. ''page A → page B → page C''.
Instead, you should redirect all pages to the one that has the content, i.e.
*''page A → page C''
*''page B → pageC''.

There are several ways to start a new page<ref>https://www.mediawiki.org/wiki/Help:Starting_a_new_page</ref>.
== Using internal links of the wiki ==
It is very easy to link wiki pages using a standard syntax (see Help:Links).

== Using the URL ==

Redirects are used to forward users from one page name to another.

== Creating a redirect ==

*[[GHG]]: Page that redirects to [[Greenhouse gas emissions]], using
<nowiki>#REDIRECT [[Greenhouse gas emissions]]</nowiki>
.

For more information, see [[Help:Article titles]].
