The United Nations (UN) play a key role during the process to agree on a new climate change agreement, e.g. by organising yearly UNCCCs. The UN can been seen as largest international organisation as it comprises most of the world’s nations and several other international organisations as it comprises most of the world’s nations and several other international organisations as observers . The EU is one of these international organisations with observer status, but since 2011 has special rights, which are not granted to any other organisation yet. These rights include the right to distribute position papers, to participate and speak in the UN General Assembly and to propose amendments, but the EU has no voting rights and can not propose candidates or draft resolutions . The UN provides the framework for the climate change agreement negotiations and is an active advocate of a new agreement.
